The Rockford Public Library is governed by a nine-member Board of Trustees, appointed by the Mayor of Rockford with the approval of the City Council. After appointment, Trustees serve a three-year term.

Meetings of the Library's Board of Trustees are generally held on the fourth Monday of each month, beginning at 6:30 p.m. in the Board Room located on the third floor in the Administrative Offices of the Main Library, 215 N. Wyman Street.
